Reporting Hit and Run Incidents

The FBI NIBRS User Manual states that the vehicle-related offense of Hit and Run (of a person) can be reported as a Group A offense or a Group B offense.

What would the offenses be?

  1. If proven to be intentional or "an unlawful attack", it should be reported as a Group A offense Aggravated Assault (13A) with the vehicle listed as the weapon
  2. If the vitim dies and the offender was driving under the influence, driving distracted (using a cell/smartphone), or driving recklessly, it should be the Group A offense Negligent Manslaughter (09B).
  3. If the driver accidentally hits a person, flees the scene, and is later arrested, it should be reported as the Group B Arrest-Only offense All Other Offenses (90Z).
