NIBRS Tip: Attempted versus Completed

Attempted versus Completed

How is Attempted or Completed determined if an individual did not try
to pass a forged check or counterfeit money?

Possession or passing a forged check would be considered a Completed offense.
Possession of the equipment to commit the Forgery would be considered as Attempted.

Prior knowledge will determine intent: If the individual had prior knowledge that the
bill is counterfeit, it is a Completed offense.
